Why the delay ?
Because we have limited resources and are in the middle of pushing out

Please make both new namespaces 102 & 103 not indexed (I guess it's
[[mw:Manual:$wgNamespaceRobotPolicies]]) - that was one of the reasons to
create "Incubator" namespace.Also please confirm that "replacing" WMF "incubator:" prefix (used for
incubator.wikimedia.org) is not going to cause any problems (we already know
we'll have to use "m:incubator:..." for WMF project).

The namespace is created, the english aliases are in place, as is shown by http://ru.wikipedia.org/w/api.php?action=query&meta=siteinfo&siprop=general|namespaces|namespacealiases|statistics

Incubator Talk (103) namespace is currently configured in noindex, follow:
'wgNamespaceRobotPolicies' => array(

If I open a incubator talk page, like [[ru:Обсуждение Инкубатора:+800, рок-группа]], I get the following information in metatags:
<meta name="robots" content="noindex,follow" />
So I guess, this is old Google indexing, not yet trimmed from their cache.
CC'ing Gryllida who's going to confirm with the community if everything's OK. I personally haven't been able to find Google results for a randomly tested page in the Incubator namespace, and the meta tags appear correct.
Expect this bug to be closed in a couple of days.
And so I'm closing it; the code for the 103 namespace is there, and I haven't been able to reproduce the behaviour from comment 15, so there's no need to have this bug open any longer.
