That's a good enough explanation for me. :-) (a great one, actually)

For language mailing lists (like WikiEN-l or WikiEU-l), it is just when there local community decides they want one and when a developer gets around to creating it.

And among those list-admins, some have put their Mailman-based lists in Gmane, the web archiving system of Wikipedian lists, so we could take full advantage of the options there, RSS, searchable archives, multiple web-based reading options... Msg exchange thru the list and Gmane's options, all could be very useful for eu.wikipedia.org
