There has been a lot of vandalism on wikibooks recently, where the user posted
a long list of links to recently edited pages.

I would suggest a "blacklist" of links: If a user adds links (e.g. to dubious
Chinese or Japanese translation service sites) that appear in a blacklist
(maintained by admins), then his edit shall not be accepted. Optionally, the
system may ask for removal of these links before accepting the contribution
(preferably without listing, which of the links are on the blacklist).

This should slow down systematic vandals, who want to spread certain web addresses.
