"Donate" link in sidebar of non-Wikimedia wikis

Description

By default, there's a "donate" link in the sidebar of all MediaWiki installations, whether they are on Wikimedia or not. This is broken and wrong, a nasty shortcut due to the lack of editable Wikimedia-default messages. I suggest moving Wikimedia-specific messages into an extension.
