Free external links should be numbered in a localised manner

Description

As you can see in the example I've provided, links are numbered using Roman digits, exclusively. Cite extension doesn't suffer from the same bug when numbering its own links, because it uses $wgContLang->formatNum() to localize the numbers. However, the core parser doesn't do so, hence the Roman numbering.
