Capitalization of "i" is not "I" in Turkish

Description:
As you can see on the following picture (
http://tr.wikipedia.org/wiki/Resim:Tr_alfabe.png ) in Turkish alphabet letters
"ı" and "i" are different letters. And their capitalization are same as they
look just longer. ("I" and "İ" respectively). But as you may know "i" is
capitalized as "I" at most languages and so in MediaWiki, which is wrong for
Turkish.
