They should sub-class VisualEditor, which is tracked in T105447: [Epic] replace plain contenteditable with VisualEditor in ContentTranslation which I've now linked that to.

Makes sense. What if someone else, maybe outside MediaWiki, desired to use Parsoid for two-way conversion? Should everyone subclass VisualEditor or is this sort of HTML/wikitext cleanup of more general use?

Tracking bugs existed as a workaround to Bugzilla's shortcomings. There's no utility in keeping this around now.

If you don't replace a tracking bug with anything, you lose a useful feature to navigate between tasks…
