On Commonswiki there have been reports of email notifications "straggling in" or being duplicated.

Another user reports getting mail after 20 days. I myself have noticed getting mails from commons increasingly farther back in time, and in some cases duplicated. I'd suspect something related to mail servers except that notification from other wikis also with wikimedia.org addresses seems unaffected.

I linked 5220 because I think that's the implementation of mail notification, I could be wrong. I did search for dups, if this is a dup, please go ahead and close it! :)
