Allow explicit use of commons images when a local image has the same name

Description:
Assume:

  • Image on commons with filename "A";
  • Other image on wikipedia "B" with also filename "A";

Then:

  • Image "A" cannot be used on wikipedia "B".

There should be a way to use image "A" on wikipedia "B" without deleting and renaming the
local file "A".

You should move files to better name (I'm currently working on bug 709) than use some weak parameters
