Don't flag pages automatically when moved

Description

In 1.18 pages were flagged automatically when moved from user namespace to article namespace (bug 19379). But now after the update to 1.19 they are flagged even for moves inside article namespace. See URL for an example.

This should be reverted.

Pages should be auto-accepted as normal (such as when the move is by a reviewer and no edits are pending) if they are moved.

Are they being auto-accepted when the current version was not accepted (or worse, if there were no accepted versions)?

In the linked history the automatically flagged move was the first flagged version, so it's the worse scenario.

I can't reproduce this on my own testwiki, so it might be a slave lag issue or something.

With https://de.wikipedia.org/w/index.php?title=Bahnhof_Hersbruck_%28rechts_Pegnitz%29&action=history there is another occurence of this bug. Both movers are sysops, if that helps to find out what's going on.

This was broken by r111486, a wmf branch only change.
