Category page options - standard, portal or both?

Description:
For some reason, Category:Geography seems to be the place
for discussing this, but there's nothing special about
geography.

Category:Geography, along with 7 other categories, has
been made to look like the portal.

There should be options to make it like categories
normally are or like the portal, and if it is like the
portal, there should be options for placing the
subcategories, article, and portal.

the subcategories and pages in that category. For a while
on en:, the main page categories showed the portals as
well.

The user should be able to choose whether the portals,
the standard parts or both are displayed when they view
category pages.

That doesn't seem to make a lot of sense.
