Change time of Central European wikis from UTC to CET (UTC+1)

Description:
For anonymous users all time stamps on Special:Recentchanges
are shown in UTC by default. This is very confusing, when you
are not at all living in that time zone. In Germany, Austria,
Switzerland and Liechtenstein we now have winter time (CET),
so the time should be changed to UTC+1 on the following wikis,
like it has been done for deWP and deWnews already:

On the German Wikipedia this has been changed already, but all
other Central European wikis (de.Wiktionary, etc.) have been
forgotten once again! Could this timezone changes please be done
consistently every time.

If this should take a lot of time, consider fixing the bug 5356,
which allows that this work can be done by sysops on every single
wiki; so every wiki community can decide if they will stay at UTC
or not.

See [1] filed in 2004 for a framework to have this change done automatically. I
only can again appeal to developers to find a solution.
