just like localurl and fullurl, it should be an "url", that will convert the
string to the url-compatible string. for example:
{{url:Category:User Wikipedia}} should be "Category:User_Wikipedia" (the _
change to " "). This enhancement is needed for internal linkage templates that
link to Special:Log where you need to ahave an external link with the
article-name or the usesrs name as an query-argument.

This change is more than trivial to implement.
