{{CURRENTMONTHNAME}} variable broken in Vietnamese locale

Description

Due to Niklas Laxström's fix for Bug 5767, the {{CURRENTMONTHNAME}} variable no
longer functions correctly in the Vietnamese localization. The written-out month
names ("tháng Một" through "Tháng Mười hai") should only be used in the
interface when the user has specified "09:12, ngày 8 tháng Tư năm 2001" as their
preferred date format. Because dates in the *content* cannot yet be personalized
according to this preference, they should remain in the "09:12, ngày 8 tháng 4
năm 2001" format that they have been in. That is, the month should be
represented by [[MediaWiki:Jan]] through [[MediaWiki:Dec]].

The written-out month names should probably be converted to use
[[MediaWiki:January]] through [[MediaWiki:December]], but those messages would
first have to be changed to use the written-out names rather than the numberals.

Also, switching to {{CURRENTMONTH}} is not an acceptable solution, because it
includes a trailing zero.

Also, come to think of it, the written-out names should be completely lowercase
(including in the preferences), to be consistent with [[MediaWiki:Sunday]]
through [[MediaWiki:Saturday]]. (But Sunday through Saturday have yet to be
translated in our increasingly outdated language file.)
