Use full label text for toggles on recent changes

Description

In the 'hide' links at the top of recent pages, only the word 'hide' is a link.
This means that link lists used in screen readers and other accessibility
helpers will display a list of links that simply say 'hide'.

The whole phrase ('hide minor edits', 'hide bots', etc.) should be the link.

There may be other places where this applies also.
