Add support for enabling skins in the installer, the way we handle extensions
Closed, ResolvedPublic

Description

Let's add support for enabling skins in the installer, the way we handle extensions.

We should also let the user choose the default skin if we do this. It'd be nice to include skin screenshots and use their localised names, but that's blocked on [[mw:Requests for comment/Extension registration]] or something similar.
