Description:
I tried creating an account. After about five or six tries when I only got
messages like "name X is already taken" or "name X is too similar to name Y" I
finally got this message:

"Visitors to Wikipedia using your IP address have created 6 accounts in the last
24 hours, which is the maximum allowed in this time period. As a result,
visitors using this IP address cannot create any more accounts at the moment."

I share my IP with noone, I use no proxy. It seems that unsuccessful account
creation attempts also count to this limit, so if you try to get some reasonably
short name, for which is big chance it is taken or similar to someone else, you
may be blocked from doing so if you're not lucky to hit some available one soon.
In fact, I have not created ANY account this day before receiving this.
