Why? The message is not clear, but it probably means that Special:Allmessages is
not usable for this language, for some reason. It's not used anyway, and should
be removed (I wish to rebuild all the messages files, then I will be able to
remove a message from all of them using an automated script; though some
messages files may have to be skipped).

By the way, the JavaScript workaround caused a syntax error in PHP. Please check
for syntax errors before sending. Another possibility is just rebuilding the
messages as the last stage: the script won't read the file if it contains PHP
errors, and it will rebuild it if it doesn't contain them.
