Correct Lingala number formatting

Description

The ln.wikipedia.org currently uses the Anglo-Saxon decimal and thousand separators.

Lingala being spoken in countries where French is the official language. It
should use one the French decimal operator. The default being the international
standard decimal separator comma instead of period and the standard thousand
separator NBSP instead of comma.

That is correct in french rob (ex: 1 560,38)

I confirm Lingala uses non-breaking spaces as thousand separator and commas as
decimal separator.

Sometime others are being used but the international standard should be the default.
