Initial slash in page title should not trigger subpage navigation

Description

If you look at the URL provided, you'll see at the top that it's trying to kick off the subpage navigation due to the presence of a slash in the title. However, there is no existing parent pages for this to be a subpage of, as the title has a leading slash. Basically, articles with leading slashes shouldn't kick the subpage navigation.

Well, articles with leading slashes are supposed to be illegal. :)

The other related problem is that if you create a link to [[{{SUBJECTPAGENAME}}]] on [[Talk:/dev/null]] you will get a link to [[Talk:/dev/null/dev/null]] - clearly not expected behaviour. This is a WONTFIX I think, but it's still nasty.
