bug 11847 poses a somewhat different way of going about this:

"When trying to see what rights were granted/revoked to such user on all
projects, it must be currently done one by one.

Some simple wildcard search would be nice, so following examples could be used:

1. User:Username@* // User "Username" on all projects
2. User:Username@xx* // User "Username" on all projects in xx language
3. User:Username@*wikipedia // User "Username" on all Wikipedias
