"All namespaces" in Special:Newpages does not work any more

Description

When a user selects "all namespaces" from the namespace dropdown list in Special:Newpages and presses "Go" (Special:Newpages&namespace=all), nevertheless only new pages in the main namespace are shown, not from any other namespace.
