I.E. Automatically Whitelist for reading:
MediaWiki:Common.css
MediaWiki:{SkinName}.css
MediaWiki:Common.js
MediaWiki:{SkinName}.js

It simply doesn't make sense to deny read on site css/js - and even if it does in particular instances, a global config setting like $wgWhiteListSiteCSS defaulted to true would work for those who need to disable it.

Thoughts?

Agree. Can't think of cases where sites would want to hide their css

Based on the parent task (ignoring that it was declined), I am pretty sure this has no reason to be in the former projects.
