Description:
Recently in es.wiktionary we have approved the wish to change the local project
name.

We would like to change the project name and consequently the project namespace
in es.wiktionary to Wikcionario.

In es.wikibooks, although there is no formal voting, there exists the same will
to change from Wikibooks to Wikilibros.

This change has been done in other non-english wiktionaries so we suppose the
change is possible throught configuration.
