Description

There is usually no need to patrol talk namespaces, or the User namespace (where most of the edits are done by the owners, and the rest will be caught by Vandalfighter-users anyway). There should be a configuration setting at least in LocalSettings.php to limit the patrol feature to a subset of the namespaces.

This can be done with flaggedrevs or hooks, I suppose a new global may work here
