If one compares the two queries:

i)http://en.wiktionary.org/w/index.php?action=raw&title=cat&templates=expand

ii)http://en.wiktionary.org/w/index.php?action=raw&title=cat&templates=expand&section=5

one sees that templates are only expanded in the first query. (I.e templates=expand seems to be ignored in the second)
