"Permission error" nasty language for innocent red link clicker

Description

The innocent user clicks on a red link, only to get "Permission error"
(w3m -dump the_above_URL|head -n 1).

Please don't chastise innocent users with such language. Use something
softer. Yes, the details further below on the page are good, but the
sour lasting impression has already been made.

Yes, default MediaWiki does not do this, but once one configures the
user permission arrays, it does.
