Description:
When entering a userid (#252 for example) as username, it translate that userid to a username in the form afterwards. I belive it would be better to leave it as a userid, it could still show the real username as normal, but send the userid. That way, a @ in the username would not be impossible to change the userrights to.

Done in r31362. Now passes through the target in the same format it was given to us.

That's the only form that was changed. Please note that updated code does not immediately go live on Wikimedia sites.
