the css class "catlinks-allhidden" is used when only hidden categories are present. however, this even hides the hiddencats if the user enabled displaying of hidden cats in his preferences. "mw-hidden-cats-user-shown" should either override the "display: none" of "catlinks-allhidden" or the latter should not be used when user enabled hidden cats display.
