Tested in Safari 3.0 and 3.1 on Windows XP...
OggHandler currently detects the Java plugin in Safari for Windows even when it's not present. The player thus defaults to attempting to load the Cortado applet, which then pops up a big ol' dialog box prompting to download Java.
QuickTime mode can work... more or less... if XiphQT components are installed.

I can still reproduce this on Windows 8 with Safari 5.1.7 and Java uninstalled.
However it looks like Apple is phasing out Safari for Windows; there's no version 6 and it's not advertised on http://www.apple.com/safari anymore. So we can probably kill this off as a WONTFIX.
The OggHandler extension is not under active development anymore. It is unlikely that there will be any further active development.
OggHandler has been superseded by TimedMediaHandler:

Please use TimedMediaHandler instead.
