Looks like we need to improve our internal documentation on this system so we can get in and figure out what the heck is going on...

We're not really sure what's going on here in part because the system is poorly understood and poorly documented. ;) May or may not need to poke some kind of permission or create a channel or allow the bot to enter it, or something.

The check on the bot to see if it's joined there should be moved to the ircd, automatically joining it if it's not there (it has to check it anyway and the C check will be faster than python).
