Hello,
I'd like to request disabling of the possibility for local uploads on [[:bg:|Bulgarian Wikipedia]].

The community failed to develop in time a local exemption doctrine policy for fair use, and a vote [1] held in April showed that majority of voting community prefers free content only. Since no consensus (> 75%) was reached of the need of such policy, we have to abide by the higher instance of the Resolution by the Wikimedia Foundation.

During the discussions, decision was taken to postpone this request until the functionality of Single User Login gets available to all editors and the Commons upload interface gets translated into Bulgarian. In the meanwhile measures were taken to remove fair use and transfer the free local files to Wikimedia Commons, the fair use options were removed from the license choice menu and most of the fair use licenses - deleted.

Now, both prerequisites (SUL for all and BG interface on Commons) are accomplished. A recent fortnight discussion [2] reached full consensus that the moment has come to request disabling of the local uploads for regular editors and leave it enabled only for sysops (just in case, for technical maintenance and changing the logo on some special occasions like Christmas, 24 May, etc). We still wish to have the link "Uploads" available in the interface menu, but the content of MediaWiki:Uploadtext will contain soft redirect to the upload page on Wikimedia Commons and a list of instructions and tips about free content, free licenses and what is permissible for upload on Commons.
