Some bots do not flag revisions automatically

Description:
[[de:User:APPERbot]] did not mark revisions automatically as sighted until given editor rights. See http://de.wikipedia.org/w/index.php?title=Spezial%3ALogbuch&type=&user=&page=Benutzer%3AAPPERbot&year=&month=-1 and for example http://de.wikipedia.org/w/index.php?title=Max_Bruch&action=history. To be more precise, APPERbot never flagged anything: http://de.wikipedia.org/w/index.php?title=Spezial:Logbuch&user=APPERbot.

Another example is that one: http://de.wikipedia.org/wiki/Spezial:Beitr%C3%A4ge/RedirectBot.

The problem was solved manually by promoting them to editor, but that's not very nice.

They probably are not submitting baseRevId
