Purge the cache or do null edits to fix this on existing pages

r40004 and r40005 *should* stop this from happening on edit again.

The article under consideration is [[:w:ru:План действий по
членству в НАТО]]. Now it has two revisions, both marked as
"sighted" in the history. However, when you see at
http://ru.wikipedia.org/w/index.php?title=План_действий_по_членству_в_НАТО&stable=0
, it says that this is "draft" version of the article and gives a link to first
revision. Both revisions are seems to be sighted automatically by users with
"editor" flag, but appropriate log only mention initial automatic sighting, but
not the second one.

This looks like an obvious case of transaction splitting issues. The transaction was fixed in r40004 (log/tracking included). However, that will not go back and fix any page that didn't have the log/tracking updates done.
