Hello.

I am a sysop at the Romanian Wikipedia.

After a discussion about the blocked users rights (http://ro.wikipedia.org/wiki/Discu%C5%A3ie_Wikipedia:Sfatul_B%C4%83tr%C3%A2nilor#Editare_pagin.C4.83_de_discu.C5.A3ii), and after we saw that at the English Wikipedia a blocked user can edit his talk page, we request the change of the $wgBlockAllowsUTEdit to true in the LocalSettings.php file.
