Rollback should be unaffected by the spam blacklist

Description:
When a user vandalizes an article which includes removing a blacklisted URL, it is impossible to revert without finding the URL and removing it, slowing down vandal fighters. Since bug 1505 has been fixed, those adding to the blacklist generally remove spam links at the same time - it is therefore unnecessary for the links to be removed when reverting vandalism; they'll be cleaned up separately.
