Use new section summary when adding a new section also creates the page

Description:
Currently, if you use "new section" to add a section to a page that does not exist, thus creating the page, the section title is used as the summary. This used to be the case for all new sections, however [[MediaWiki:Newsectionsummary]] is now used, which provides a link to the section. It should also be used when adding a section creates the page.

Functional patch

Fixes the above. Also made it so it redirects to title#sectionname not just title, for all the good that'll do :P Still, useful for consistency.

Yeah, it just needed updating to the new line numbers.

Stupid SVN. Fixed now (and re-tested: still works as expected).
