Autoblocker prevents users affected by collateral damage from editing their own talk page

Description:
For some reason, even when the originally blocked user is allowed to edit their own talk page through the new feature on the block menu, the autoblock prevents other users affected by it from editing their own talk page.

Steps to duplicate:
#Create two accounts
#Make an edit on one to make sure the autoblocker kicks in
#Block the account that made an edit
#Log in as the other account
#Attempt to edit the user talk page

I got an error message saying that I had been autoblocked, and was unable to edit my talk page. The link provided goes to the block logs related to this experiment.

As far as I can tell, this is not an isolated incident. We received an email at unblock-en-l@lists.wikimedia.org reporting the same problem, which is what led me to test it. I have added the "testme" keyword to this report to make sure I'm not doing something wrong with this; if that's not appropriate, please let me know. Thanks.
