I think this bug must be assigned an highest priority, because it seem to corrupt every thumbnail generated from file with non-english letters in filename.
In very few times there will be a lot of non-english wikis with hundreds of corrupted image.

It is guessed at [[:commons:Commons:Village_pump#Missing images]] that the reason is the use of non-ASCII characters in file names. My personal experience with several problems reported at german Wikipedia seem to support this.

If this turns out to be true, it is absolutely unacceptable!

Seems a regression caused by the rsvg update. Assigning to Tim Starling.

Fixed in rsvg 2.22.2-100wm2 and deployed already. Upstream bug report: http://bugzilla.gnome.org/show_bug.cgi?id=557036
