A hacked version of SpecialListusers to list last 1% of accounts

Having a new user list seemed so easy, I decided to make one. This is a
stripped down version of SpecialListusers with a slightly different query
designed to catch only the last 1% of registered accounts and show them in
descending order of registration. Maybe now we can have new games of spot the
Willy or other troll before their rampages begin?

As is generally the case, I do not have access to a working version of
Mediawiki, so I have never tested this code. Hope it works. Seemed fairly
trivial though.

think in the long run a user list sorted by account creation time would be more
