This is deliberate. You shouldn't be able modify pages you cannot edit.

A sighter checks for vandalism and spam only (doesn't matter whether page is protected); and a reviewer checks for quality of a maybe due to some reason totally blocked article.

By reviewing/unapproving revs, the version seen by most users can be changed, which is very similar to editing.

Also, protection gives a way to prevent "sight wars" just like "edit wars".
