At the moment bureaucrats have these (extra) technical abilities:

promote other users to administrator or bureaucrat status;
grant and revoke an account's bot status; and
rename user accounts.

Why don't bureaucrats have the ability to flag a user as an "Importer" (both transwiki import and upload import)? At the moment this task is performed by stewards.

This should be brought rather to Meta or Wikitech-l.

I assume it's because file upload is potentially hazardous and in fact is not necessary for anything except when new wikis are created for transferring them from Incubator or Betawikiversity.

I expect this to be either WONTFIXed or INVALIDated, so again suggesting to bring it to one or both places mentioned above.
