Make flagging easier if editing current unflagged version

Description:
If you edit an unflagged version and an older flagged version exists, you have to approve the diff afterwards. There are two things that might be improved: i) After you edit a section of a long article, the flagging box is not visible; ii) Often, you have looked at the diff in advance and then edit the article. Then there is no need to look again at the diff to flag.

So a possibility to improve this is by providing a check box next to "minor edit" and "watch", but only in the case when you edit an unflagged version! This checkbox is by default unchecked, and if you check it before saving, the created version will be flagged automatically.
