Commons rejects upload file as "bad named"

Description

When I try to upload a file under the name "Ru-у.ogg" ("у" is in cyryllic, not in latin alphabet) to Wikimedia Commons, I get a message:

Permissions Errors

You do not have permission to do that, for the following reason:
The name of the file you are uploading begins with PICT, DSC, image, ..., which is a non-descriptive name typically assigned automatically by digital cameras. Please choose a more descriptive name for your file.

That file matches the title blacklist, which is used to weed out file names which are not descriptive. Please choose another one which is descriptive. Marking as INVALID.

That is an incredibly terrible thing to do - assuming the file will have and keep this nondescript title is just plain wrong for reasons that should be obvious. Furthermore, is definitely *not* a MediaWiki bug. Take it up on Commons if you have an issue with this.

and not with the name "Ru-у.ogg"? Where is the important difference between them?

"Ru-у.ogg" is the *only valid name* for the pronunciation of word "у" in Russian. These are rules for pronunciation files on Commons enforced on all files without exception. It has to be possible to upload such file, no matter of circumstances.
