Description:
Currently on en.wp I believe the "move" tab is only visible if you have the right to move pages. This is confusing to new users (who are not autoconfirmed but want to move pages). The "move" tab should always be visible to everyone, and give an appropriate error message if the user does not have the rights to move the page.

Would suggest WONTFIX. General rule of thumb is that if a user can't use a tab, we don't show it.

Otherwise, the delete/protect/oversight/etc tabs would be shown to all users.
