Enable labeled section transclusion on Meta

Description

Please enable the labeled section transclusion extension on Meta, to allow for language-specific subpages of multilingual pages like [[m:Stewards/elections_2009]]. It is already enabled on all Wikisource wikis and on testwiki (bug 7995).
