changes default for watchcreations to true

I think most people want watchcreations to be true by default. It's more intuitive. If I create a page, it most certainly interests me and I want to see if my page gets modified.

IMO, pages should be added explicitly, either by clicking "watch" or setting a preference. Having it start off on may seem a bit unexpected.

Marking this WONTFIX per Aaron. Individual wikis can change this if they'd like.
