Have a clear, navigable set of user tools links on user pages and user-manipulating special pages

Description

Hidden away in the sidebar toolbox on user pages we currently have a couple of handy links to poke at user stuff:

  1. User contributions
  2. Logs
  3. Block user
  4. E-mail this user

We then seem to be adding link upon link to the subtitle on the contributions page, with *some* overlap but not completely:

User contributions
For Brion VIBBER (talk | block | block log | Logs | Deleted contributions | Check user | Hidden user contributions)

https://static-codereview.wikimedia.org/MediaWiki/48140.html further adds a UserRights link to that set.

This seems a subideal situation...

a) The toolbox links are hard to find
b) The contrib subtitle links aren't in an obvious place
c) There's no consistent place to find and navigate these links when you're popping from one user-poking page to another

We should consider a friendlier, easier-to-find and easier-to-user set of tool links which can be quickly reached from a user page and can be consistently displayed on all of these tools, including extension tools.
