DBConnectionError->getHTML() (/trunk/phase3/includes/db/Database.php) uses MWException->htmlHeader() and MWException->htmlFooter() as if they return the header and footer; rather, they echo them. Thus, the closing body and html tags end up in the middle of the output instead of at the end.
