Allow displaying of enhanced RC by URL parameter

Description

It would be handy if there was some kind of parameter, say "&enhanced=1" in URL to allow users to see enhanced RC. Also some checkbox in options box would be handy for easier switch, but that's not crucial. Allowing of the feature via URL is the most important.

Note that the user option preference for 'usenewrc' has been around since before 2009.
